In 5v5 there is one tank, so the tank has the single largest footprint on the map. A good tank makes space, holds a chokepoint, and forces the enemy to spend cooldowns before the fight even starts. A bad tank int-feeds and hands over ult charge. The heroes below are the ones that most reliably tip fights in your favour right now.
The best tank is the one that answers the enemy tank. This list ranks general value, but always sanity-check the mirror - dive folds into a good anchor, and brawl folds into a good poke comp.

Orisa
The safest anchor in the game. Fortify eats crowd control and burst, Javelin peels and stuns, and there is no recoil to fight. High floor, high value.
S-tier
Sigma
The poke-tank king. Eat one-shots with Grasp, chunk shields at range, and Flux the whole enemy team when they group. Rewards good positioning.
S-tier
D.Va
The best dive tank. Defense Matrix deletes ults and key shots, boosters dive the backline, and you can disengage on a dime. Punishes greedy supports.
