Cypher is the original surveillance Sentinel and still the benchmark for map control. He does not need raw aim to swing a round; he wins by knowing where the enemy is before they know he exists. A well-set Cypher can hold an entire flank by himself, freeing his teammates to stack the contested site, and his ultimate turns a single kill into a full read of the enemy rotation.

Cypher is an anchor and a flank-watcher. On defense, build a one-way information web on your assigned site: a trapwire deep in the choke, a spycam covering the entrance, and a cyber cage held in reserve to delay a push or cover your reposition. The goal is not to kill on contact but to force the enemy to commit and reveal numbers, then trade with your rotators arriving.
On attack, Cypher is the lurk. Drop a trapwire behind your team as you take space so you get a free warning the instant the enemy tries to flank. Use the spycam to clear a corner from safety before you peek, and save Neural Theft for the moment you secure a pick in the round so you can call the entire enemy setup.

Cypher tends to shine on maps with long flanks and tight chokes that reward trip and camera coverage, such as Ascent, Split, and Fracture. Map pools rotate, so confirm the active competitive rotation before you lock him in.
Vary your trapwire placement every few rounds. The single biggest tell that gives away a Cypher is reusing the exact same spot, so rotate between high, low, and angled trips to keep the enemy guessing.
